## The short answer

GB-licensed online casinos must meet rules on fair results, testing and the way bets are settled. That is meaningful protection, but it is not proof that every deployed game or account transaction can never go wrong. A losing run alone does not establish manipulation. Identify the exact claim: a problem with the random process, a result settled against the rules, a misleading display, or a separate payment dispute. Check the operator and game evidence, preserve the relevant records and use the appropriate complaint route.

![An invented winning ten-pound bet pays three to one as profit. Thirty pounds of profit plus the returned ten-pound stake gives forty pounds total. A thirty-pound credit needs checking against the complete ledger before alleging an error.](https://howtocasino.uk/illustrations/casino-settlement-evidence-ledger.png)

Invented settlement check, not a real casino incident: £10 winning stake at an explicitly stated 3:1 profit payout gives £30 profit and £40 total return. If the record shows £30, check whether the £10 stake was returned separately. This calculation says nothing about the chance of winning.

## What would a claim that a casino is rigged actually concern?

Rigged commonly suggests deliberate interference with results. A player can also encounter a genuine technical fault or an incorrectly applied rule without knowing its cause. Describe the observable problem first; intent cannot be inferred simply from a loss, an error message or an unanswered support request.

| Question | Useful evidence | What does not settle it |
| --- | --- | --- |
| Did the game generate results as designed? | The exact game/version, applicable rules, testing scope and relevant outcome records | A short losing run or a familiar supplier logo |
| Was this bet settled correctly? | Accepted stake, round ID, confirmed result, paytable and complete ledger | An animation without the transaction record |
| Was an account balance or withdrawal handled properly? | Account terms, balance categories, payment status and correspondence | A statement that the RNG is certified |
| Is this the authorised GB service? | Exact domain, operator and current relevant UKGC permission | A badge, search advert or similarly named business |

The Commission’s result-determination standard requires reasonable steps to accept, process and settle bets under the published terms and specific game rules. It also addresses unexpected faults and fair treatment of affected customers. An account complaint therefore deserves a specific investigation even when the underlying game is designed to be random.

The right checks depend on the game. Our separate guides explain [slot generation](https://howtocasino.uk/guides/are-online-slots-rigged/index.md), [roulette equipment and results](https://howtocasino.uk/guides/is-online-roulette-rigged/index.md), and [blackjack dealing and settlement](https://howtocasino.uk/guides/is-online-blackjack-rigged/index.md). Use the one that matches the disputed event rather than applying a slot assumption to a card hand.

## Do RNG games and live tables use the same fairness checks?

An RNG produces inputs that software maps to game outcomes. Random does not mean that every displayed prize, symbol combination or net financial result has the same probability. The mapping, available outcomes and payout rules are part of the game design.

RTS 7 requires acceptably random generation and prohibits adaptive, compensated behaviour that changes outcome probabilities during play. Its guidance distinguishes that from randomly triggered features operating under disclosed rules. A bonus round following its rules is not, by itself, evidence of compensation for previous losses.

| Mechanism | Relevant checks |
| --- | --- |
| Software-generated result | RNG implementation, scaling/mapping, rules, game maths and software version |
| Physical cards or wheel in a live studio | Equipment integrity, documented dealing procedures, supervision, surveillance and game logs |
| Live game with software-selected features | Identify which part uses physical equipment and which part uses random software; examine both scopes |

RTS 17 requires fair, independently auditable live-dealer operations. Its guidance includes trained dealers, supervision, surveillance and recorded events. A live camera is useful context, but it does not replace those controls or prove that every displayed figure was correctly credited.

Card outcomes within a shoe can depend on which cards remain. Do not use the independence assumptions of a fresh independent spin to evaluate every dealt-card sequence. The [live-casino introduction](https://howtocasino.uk/guides/what-is-live-casino/index.md) explains how delivery and result mechanisms differ.

## What do testing, monitoring and a certificate establish?

The Commission’s testing strategy requires adequate pre-release testing of new RNG-driven products by an approved test house, with evidence supplied to the regulator. Software changes which may affect game fairness require external retesting by an approved test house. Other changes can fall within controlled internal processes; it is inaccurate to say every minor update always needs a new independent certificate.

The procedure covers more than a large simulation. It includes reviewing RNG implementation and testing the game design, artwork, maths, rules and software. Reports identify such details as the game, RTP, software number or signature, platform, testing date and scope. The relevant assurance concerns a defined implementation, not every website displaying that game’s name.

Check a laboratory’s identity and the appropriate scope against the Commission’s current approved-test-house list. A logo alone is weak evidence: it does not show that the particular game version, integration or service was covered. Ask the operator to identify the relevant game and testing information rather than assuming the complete technical report is publicly available.

Testing is followed by monitoring. The Commission expressly recognises that design, implementation or operational problems can escape earlier checks and affect a game’s return. Ongoing monitoring and investigation matter for that reason. A valid licence or historic certificate is not an assurance that no later fault is possible.

Likewise, finding one error does not prove that every game or every round was deliberately manipulated. Identify which records and period the evidence concerns. The [licence-check guide](https://howtocasino.uk/guides/how-to-check-casino-licence/index.md) explains the separate operator and domain questions.

## How do you distinguish a losing run from a settlement discrepancy?

A theoretical return describes a long-run model over total stakes, with relevant game or strategy assumptions. It is not a personal repayment percentage. A session below that figure does not by itself establish a defect. Variability, the number of observed rounds and selection of the period all matter.

The same caution applies to stories selected after an unusual run. A probability calculated for a particular sequence before play is not automatically a valid test of any unusual sequence noticed afterwards. Nor does a low-looking probability prove intent. You do not need to keep gambling or fund more rounds to make a complaint credible.

A settlement check asks a narrower question. Consider an invented rule explicitly paying a winning main bet at 3:1 as profit, with the stake returned. A £10 accepted winning stake gives £30 profit plus £10 returned stake: £40 in total. This is an arithmetic illustration, not the paytable of a named game.

| Invented ledger item | Amount or check |
| --- | --- |
| Accepted winning stake | £10 |
| Profit at the stated 3:1 rate | £30 |
| Total return including the stake | £40 |
| A single visible credit | £30: check for a separate £10 stake-return entry |
| If no other settlement entry applies | The apparent difference to investigate is £10 |

Do not compare £30 profit with £40 total return and call it an underpayment. First establish how the game labels payouts and how the ledger records stake returns. Check side bets, split hands, cancelled bets and pending items separately where they exist. An incomplete screenshot cannot answer all of those questions.

A withdrawal delay is another question again. It can involve approval, verification or a payment route, and is not a statistical finding about the RNG. Use the [withdrawal-stage guide](https://howtocasino.uk/guides/why-do-casino-withdrawals-take-time/index.md) when the disputed event is movement of account money.

## What information makes a fairness complaint useful?

1. Identify the exact domain, legal operator, game title, supplier and displayed version or table identifier.
2. Record the round ID, date, time zone, accepted stake, selected bet and the result shown in the history.
3. Save the applicable rule and paytable, including whether amounts mean profit or total returned. Preserve the version/date if available.
4. Obtain the complete relevant account/round record. State the expected settlement, actual entries and specific difference without inventing missing transactions.
5. Keep the operator’s replies, complaint reference and dates. Ask for a written explanation of the particular round and rule.

Keep account identifiers and documents private. Send relevant information only through independently verified operator, regulator or adjudicator channels. Do not post passwords, payment credentials or full identity documents on a forum, or send them to HowToCasino.

For an interrupted live stream, record whether the bet was accepted and what the official round history says. A video freeze and a voided bet are not interchangeable. Ask how the game’s interruption and settlement rules apply to the recorded event.

Use separate records for separate concerns. “I lost money” is different from “round X recorded a winning £10 bet under this rule but credited only this amount”. Neither statement needs an accusation about every player’s results.

## Who can investigate, and can the regulator get your money back?

Start with the gambling business’s formal complaints procedure and keep its reference. The Commission describes an eight-week overall process from receipt of the complaint, including internal escalation; its guidance allows relevant pauses where a customer does not engage with a reasonable information request. An earlier deadlock or final position can end that internal process sooner.

An unresolved gambling-transaction dispute may then be referred to the appropriate independent ADR provider. The operator should identify that provider and its referral route. The provider decides whether it can accept the matter: free ADR is not a promise that every customer-service issue, account restriction or allegation falls within its scope.

A regulatory report has a different purpose. The Gambling Commission can use information about possible non-compliance, but says it cannot resolve individual transaction complaints or recover money for players. Do not assume a report, certificate concern or suspected technical fault automatically establishes a refund entitlement.

If you want to stop gambling, you can seek support or use self-exclusion without first proving a game was unfair. The [GAMSTOP explainer](https://howtocasino.uk/guides/how-does-gamstop-work/index.md) describes scheme coverage and its limits; it is separate from a claim about a particular payment.

### Does a UKGC licence guarantee that every round is correct?

No. It establishes relevant operating permission and duties, while game testing and ongoing monitoring provide other evidence. The Commission recognises that faults can evade earlier checks. A specific discrepancy should be investigated.

### Does random mean I have a 50% chance of making a profit?

No. Random inputs are mapped to outcomes under a game’s probabilities and payout rules. Those rules can give different prizes different probabilities and leave a house edge.
